Free Trade Agreements and WTO

Description and Requirements:
1. The course will be conducted in English.
2. It will be divided into two parts.
3. The first part will be to review some important Free Trade Agreements, including NAFTA, one or two FTAs concluded by Taiwan with its trading partners, one or two FTAs concluded by US and its trading partners in Asia or other regions, AFTA and ASEAN + three, etc. Participants of the course will be responsible for making presentations to introduce these FTAs.
4. The second part will focus on specific issues concerning FTA. Each participant is to select a topic to make his/her presentation. He/she will write his/her final paper on the topic he/she select. These topics include:
(1) Issues concerning the impact and effect of FTAs on international trading system: such as FTA being stumbling or building block, trade creation and trade diversion effects, proliferation of FTA, etc.;
(2) Issues concerning FTA requirements: such as “substantial all trade” issue under Art. XXIV of the GATT 1994; the interpretation of “except, where necessary, those permitted under Articles XI, XII, XIII, XIV, XV and XX”;
(3) Relations of FTA with AD and SG
(4) FTA and Investment
(5) FTA and Environment
(6) FTA and Competition Policy
(7) FTA and IPR
(8) FTA and Health
(9) Improvement of monitoring system of WTO on FTA
(10) Doha negotiation and FTA
